44 綜合更生康復服務 Integrated Service for Ex-offenders 釋前輔導服務 Pre-release Preparation Service 本會所提供的在囚人士服務包括釋前輔導及 其他活動,主要透過多元手法和及早介入的策 略,協助在囚人士作好出獄後準備。社工就家 庭重聚、就業準備、居住需要、健康教育等方 面,為在囚人士安排合適的服務和轉介,並在 他們離開院所後作妥善跟進。 Our services for persons-in-custody (PICs) include Pre-release Preparation Service and programmes conducted by various service units. By adopting early intervention and multi-dimensional models, we assist PICs in their preparation for discharge. Services including family support, employment training, accommodation and health education are provided for PICs before and after they are discharged. Service Overview 服務概覽 主要工作 上半年,我們的釋前輔導服務逐步恢復正常。 唯後來疫情反覆,社會福利機構在懲教署院所 內提供的更生活動和服務受到影響,不過與 此同時,有需要的在囚人士亦可經懲教院所 福利官及「監管釋囚計劃」職員轉介,以及自行 申請,由本會社工持續向他們提供接監服務、 住宿、培訓、就業及創業、個人及家庭輔導等 服務。 此外,本會去年在成人院所向有更生康復需要 的在囚人士提供合共 48 節輔導小組服務。自二 零二一年開展的「有情時段計劃」,為長期未被 探訪的在囚人士建立支援網絡。二零二一至二 零二二年度本會接獲 140 宗來自懲教署的個案 轉介。同年推出「新出發計劃」,向 45 名由懲教 署福利官轉介之年紀老邁或不良於行的刑釋人 士提供無縫服務,以紓緩他們在交通、生活、 適應及康復等困難。為方便非政府組織或政府 部門轉介個案,本會於網站設立轉介表格,完 善轉介機制。 Major Tasks In the first half of 2021/2022, our face-to-face pre-release counselling services for adult persons-in-custody (PICs) had been resumed gradually. As the pandemic ravaged, all rehabilitation programmes and services by social welfare organisations inside institutions of the Correctional Services Department (CSD) were affected. However, PICs still can receive some services through the referral from Welfare Officers of penal institutions of CSD, officers from the “Post-release Supervision of Prisoners Scheme”, and self-referral. Our social workers continued providing pre- release services such as pick-up service, accommodation, training, employment and entrepreneurship, individual and family counselling, etc. Apart from pre-released counselling services, we have delivered 48 counselling group sessions in adult correctional institutions for PICs with rehabilitative needs in 2021/2022. Since 2021, “Project Connection” has been launched which aims at establishing a mutual aid networks for PICs without social visit. A total of 140 referrals were received from CSD in 2021/2022. We also provided pick-up service to 45 elderly or disabled discharged PICs referred by the Welfare Officers of the CSD to ease their transportation, living, adaptation and rehabilitation difficulties. For the convenience of case referrals from NGOs or governmental departments, an online referral system has been created on our website in order to set up more effective referral mechanism .
