Impact Fund for Future

"Impact Fund for Future" (The Scheme), organized by SideBySide and funded under the Hongkong Land HOME FUND. It aims to support rehabilitated and disadvantaged youth (aged 16-30) in upskilling and reskilling. The Scheme offers up to HKD 50,000 in interest-free loans for youth to enroll in continuing education courses. Youth are required to complete the course within 18 months of approval and repay the loan in installments over 30 months. The program can also assist youth in applying for Continuing Education Fund (CEF) courses based on their needs. 

Service Objective

"Impact Fund for Future" is committed to providing immediate support to disadvantaged youth by addressing resource gaps, consolidating funding for a flexible upskilling and reskilling system, assisting them in navigating their career development, and facilitating the creation of a continuous learning plan aligned with their future goals.

Service Users

  • Disadvantaged youth aged 16-30 (priority given to rehabilitated youth; Youth with debt or bankruptcy records will not be eligible for this program)

Content

The course must be less than 1 year in duration & completed within 18 months after approval.

  • ​Quota: 56 participants (Year 1: 20, Year 2: 20, Year 3: 16)​
  • Eligibility: HKD 26,000/monthly income max; Total net asset value not exceeding HKD 390,000
  • Loan amount: HKD 50,000 max
  • Repayment period: Within 30 months after course completion
  • Repayment amount: Not exceeding 10% of monthly salary (first repayment starts after course completion, from the salary of the second month)
  • Assist youth in applying for Continuing Education Fund (CEF) courses based on their needs
  • Applicant needs to provide a guarantor
  • From submitting the referral form to officially enrolling in the course, the process takes approximately 8-10 weeks.
  • Each applicant will be approved only once.

*The Scheme accepts applications year-round and applicants must be referred by responsible social worker/caseworker to apply

Procedure

  1. Referral and Form Submission
    The responsible social worker or case worker will handle the referral and complete the referral form.
  2. Initial Review and Document Submission
    After passing the first round of review, eligible applicants will be scheduled for an interview and must submit a study plan, repayment plan, and supporting documents after the interview.
  3. Deadline and Deferred Processing
    The submission deadline is the 15th of each month. Applications not submitted by the deadline will be deferred to the next month for evaluation.
  4. Approval and Document Submission
    Upon approval, the project officer will arrange a meeting for the applicant to sign the agreement and confirm the course and loan plan.
  5. Cheque Issuance
    Once the agreement is signed and all documents are complete, the Finance Department will issue a cheque (payable to the course institution). The project officer will arrange for the applicant to officially enroll in the course and make the payment.
  6. Course Completion, Follow-Up, and Repayment
    The project officer and responsible social worker/ case worker will jointly monitor the applicant’s study plan. Upon course completion, the applicant must provide proof of completion or a certificate copy, with repayment starting from the second salary month after completion.
