基層醫療一直是社會關注重點。早前，政府在《基層醫療健康藍圖》的框架下推出「慢性疾病共同治理先導計劃」，鼓勵市民及早預防及管理高血壓等慢性疾病，以減輕醫療健康服務負擔。善導會一向關注基層社群身心健康，為了進一步改善基層醫療服務的成效，早前透過問卷調查了解基層社群的實際健康狀況。調查結果於今日正式發布，善導會亦針對調查結果及個案分享提出政策建議。   調查於2021年12月至2023年2月期間進行，共訪問1,156名年齡15歲或以上的特定基層群組，目標對象主要為︰更生人士、精神復元人士及多元族裔人士，結果顯示受訪者均面對不同程度身體及精神健康問題。   調查發現，受訪者的體重指標 (BMI) 呈兩極化，[1]較一般人士出現過輕情況高出超過五成，而二級肥胖則較一般人士更高出八成半。有三成受訪者表示沒有高血壓病史，但在血壓檢查時卻出現血壓升高的情況；當中，多元族裔人士的比率更是一般人士的五倍多，情況令人擔憂。此外，受訪者過去一個月沒有進行任何體能活動的比率比一般人士多兩倍半，他們不參與體能活動的普遍原因都是因為疲倦及缺乏恆心，而超過一半的多元族裔人士表示沒時間參與體能活動。   精神健康方面，調查亦發現更生人士確診精神病患的比率較一般人士為多，當中確診抑鬱症的比率更是一般人士的五倍；超過五成受訪基層曾經歷睡眠困擾，當中多元族裔人士情況尤為嚴重。調查結果反映基層社群普遍缺乏自我健康生活管理意識，身心健康需要進一步支援。   過來人分享 – 運動改變人生 為更全面了解基層社群在健康生活管理的服務需求，發布會上邀請了更生人士及多元族裔人士代表現身說法，分享在社工輔導層面，加上適切的健康生活管理支援，對於其行為習慣及精神健康改善如何有著明顯的成效。 更生人士阿強（化名）兩年前因犯事而被判接受感化，經過安排參與善導會的預防重犯小組，為阿強提供結合輔導及健康生活管理的運動綜合支援服務。阿強發現持續的運動訓練大大提升了他的自律及自控能力，讓他可以自主地重新建立積極的人生態度。此外，阿強認為，社會服務若能同時附設有健康生活管理支援，可以為原本較被動但健康又較高危的服務使用者提供誘因，催化他們願意參與包括健康檢查和維持運動習慣的一站式輔導服務；這樣便不需要分散尋找和協調不同資源，有助於他維持良好操守及健康生活方式。   現年26歲的多元族裔人士Juhi在香港長大，由於經濟問題，導致了家庭關係緊張，而隨著慢慢長大而與日俱增的責任和負擔，使她的心理健康逐漸惡化。在接觸善導會前，Juhi情緒不穩定，甚至出現情緒崩潰的情況，並有睡眠困擾的問題。透過朋友介紹接觸了善導會多元族裔服務，並參加了健康生活管理系列的拳擊課程。她認為在運動時感受到快樂，有助於穩定情緒和紓解壓力，更重要的是社工透過輔導結合健康生活管理元素，讓其慢慢建立健康生活模式，開始改變心態及願意接觸更多身邊人，提升心理健康的韌性。   「社中有醫」 多方共贏 現時，社福機構主要由社工跟進個案，並在服務使用者遇有身體及精神需要時轉介他們到不同的專業或醫療機構跟進，這可能導致冗長的等待時間和不必要的醫療資源消耗。傳統的輔導服務多側重於關注心理或社會層面的需求，一般會忽略了身體健康的重要性。   有見及此，針對基層社群的服務需求，善導會提出「社中有醫」的策略，建議透過整合現有及增加資源配套，為服務高危基層社群的機構提供與健康生活管理相關的駐機構專職醫護人員，將健康生活管理元素納入社會服務輔導工作中，為服務使用者提供一站式的「輔導及健康生活管理支援」服務，更全面地和系統性地照顧服務使用者的需求。   善導會副總幹事(社會康復及社區教育)李冠美女士表示︰「身心健康是基層社群融入社會的一大原動力；基層社群包括更生人士、多元族裔人士及精神復元人士的復康之路並不能僅依賴前線社工提供紓困輔導，能夠整合和善用多方面的專業支援服務，才能幫助基層社群從整體上恢復和重建。現時，基層社群的身心健康明顯需要進一步支援，所以我們提出『社中有醫』的策略。」   善導會認為，「社中有醫」能促進社會服務發揮事半功倍的作用。李冠美女士指出：「基層社群因着種種個人或環境因素，積極度相對不足，未必會主動尋求基層醫療服務。我們社福機構的同工日常接觸不同個案，亦與服務使用者建立了信任。如果能在服務中加入醫護元素，可以更精準地為有需要的基層社群提供適切的健康管理服務，及早識別在調查數據上高風險人士，並精準地作適度介入及個案跟進；冀能減少當事人卻步心態，同時節省時間和資源，提升成本效益，達致鞏固基層社群身心健康和減輕基層醫療負擔的多贏果效。」   [1] 一般人士根據衞生署二零二零年度人口健康調查所得。https://www.chp.gov.hk/tc/features/37474.html

Mike experienced distress due to pressure and hair loss, and he turned to SideBySide for help. Tom, a social worker, utilised the "strengths-based" counseling approach to assist Mike in rebuilding his self-confidence by highlighting his talent in magic performance. As a result, Mike began teaching an elderly class on magic performances. Presently, he wears a smile on his face and has developed healthy habits. Mike encourages others to confront emotional issues and seek assistance promptly. Ka Yiu is a volunteer at SideBySide. She met the “Rehab” running team of HKRH on Flag Day. Since then, she has joined the running team for regular training. In 2019, she joined a team of 4 community volunteers and 14 ex-offenders to Singapore to participate in the 10km running race. To this day, Ka Yiu still participates in running team practice. On May 7th, our Chief Executive participated in a roundtable discussion on the "Mandatory reporting of child abuse mechanism legislation". As an organization that serves rehabilitated persons, their families, and disadvantage groups, we support mandatory reporting and approach the issue of child abuse from various perspectives, including the importance of promoting offender rehabilitation and family values restructuring, advocating for the prevention of repeat offenses through the study of crime causes, and rebuilding healthy families from the perspective and needs of children. These initiatives have been less mentioned in the legislative drafting process, but they are important considerations and supportive measures. We appreciate the invitation from the Hong Kong Society for the Protection of Children and look forward to working closely with all stakeholders to enable children to voice their needs and feelings and establish a comfortable and inclusive community.    For related reports, please click to read. The groundbreaking ceremony for “Good Mansion” Transitional Housing Project (the project) was held on 9 May. The project is located on Hung Lok Road in Hung Hom and will consist of two four-story buildings near community facilities like the municipal building and sports field. Applications for residency will be accepted as early as the end of this year. The project will use modular construction and is expected to be completed in the second quarter of 2024. Thanks to the support of Edko Films Ltd., the movie producer of “A Guilty Conscience”, SideBySide hosted a movie-sharing session plus a brand launch event at the filming location - The Former North Kowloon Magistracy on 4th March. We were honoured to invite the Director, Mr Jack Ng, Actor Mr Adam Pak, Mr Mak Chi Wan, and legal consultant Ms Katy Chung, Barrister-at-law, to discuss judicial topics with our representatives at thepost-screening sharing session. A tour for participants to revisit the court stories was conducted and the participants looked forward to the first judicial education centre in Hong Kong.
